How to restart windows service using zabbix?

Good afternoon! there is a server with raised kvm. It spins 1s, Zabix telephony and other servers. Sometimes it happens that the 1s service either does not start or stops after starting the machine, usually after turning off the electricity. I found that zabbix can execute commands through its agent. I don't understand the logic behind it. We create the system.run data element where we specify which command to execute for Zabix. Further it is not clear how the system will react to the fact that it is time to execute this command? Please suggest how to solve this problem? Thank you all for your help!

Create a data element that checks that the 1s server is working / not working, then create a trigger that fires on the 1s event does not work, write the command to restart the 1s server into this trigger.
