Does such a screenshot program exist?

In general, I am satisfied with the standard Scissors for Windows program, but when choosing an arbitrary region, for example, on a website, you need to carefully aim so as not to catch too much (I want to take a neat screenshot).
If only there was a screenshot program that would analyze images at the moment of selecting an area and offer me a function like snap-to-xxx, where xxx is the visual border of the image, for example, a sharp contrast. The "magic wand" function as in graphic editors would also be suitable, but only all this should be integrated into one action - at the moment of selecting an arbitrary area. It would also be possible to scroll the wheel to select the next outer or previous inner boundary.
Does such a program exist?
Of course, I will also look for it myself, but if someone knows such a one, I would be grateful for the link.

There are great plugins: Fireshot - Firefox and Joxi - Chrome.
Or software - SnagIt. But he is paid.

In Yandex.disk, a good program is built in for screenshots, plus it immediately uploads the picture to the poison and shoves the link into the clipboard.
