How to delete a file with a long name in Windows?

I downloaded one of the sites on WP, with a large number of nested folders and files. Some files were downloaded in a bad encoding and with very long names, which I can't delete now (they won't be placed in the trash and can't be deleted directly).

Tell me what tool you can use to ensure that these folders are deleted, which Windows itself cannot handle?

Shorten the path to the file by renaming the top-level folders, or by substituting a symlink.
