Windows 7 has bad sound and slow video

I finally installed W7. In general, I like it, but there are problems. First, the sound. He became somehow rough, sharp, sometimes cracking. Some system sounds sometimes play, sometimes they don't. Secondly, videos - they do not go smoothly, but slow down a little (does not depend on resolution and codec). The processor does not eat, there are no brakes in games.

Configuration:
Core 2 Quadro
4 GB RAM
Creative X-Fi Fidelity PCI
GeForce 9600 GT

Yes, there are no drivers for the old Realtek PCI Ethernet 100MB network card yet. Well, they don't seem to exist at all. I'm more concerned about sound and video.

As for the sound - try asio (conveniently through foobar2000).
As for the video, try media player classic. Tomroza, most likely because of the hard drive, does not have time to read, try to watch from another disk (if there is one) and close the torrents (if there are any).

64-bit? Try to find the HPET setting in the BIOS , set the "system bitness" accordingly

Try to install a clean Windows, without any activations and see if the same symptoms will be observed. Moreover, given that you have 4 GB of RAM, it makes no sense to install x86. Cut off a piece from the hdd gigs by 20 and put the seven x64 there in parallel, at any time this piece can be formatted and the entry in the bootloader can be removed via msconfig.
PS: Do you have all the updates from melkosoft? If so, have there been such problems before?

I assume that the whole problem is precisely because of the Creative X-Fi Fidelity PCI drivers. Somehow my whole laptop slowed down due to the drivers of the SIGMATEL STAC 92XX C-Major HD Audio sound card. And after switching from Vista to Win7, I specially installed the official drivers. And I noticed serious brakes in the video and in general when playing sounds. Then I deleted the official drivers and Win7 installed my own. The brakes are gone. So to this day I have not updated the sound driver, there are no brakes. You, of course, may have a different situation, but I'm just writing so that you know: this is possible.
