Is it possible to make comments pop up when writing code?

When earlier wrote on AS3, there was a very pleasant thing, before a method or object it was possible to write comments to it. You call a class instance method and comments to this method pop up from above, and you can also describe the objects that it accepts - it was very convenient. Is there such a thing in IntelliJ IDEA?
