As a rule, vacancies ask you to fill out a form and attach a resume as a file.
The fact is that my resume looks better in the form of a website, moreover, it is a clear demonstration of my skills.
Is it possible to attach a file, for example, a picture with the words:
"Please, to view my resume, visit my site example.com"?

A resume does not show what you are capable of. A resume is an internal document of HR. Those. this is a kind of job seeker's file in the employer's daddy.
Make a full-fledged resume, send each time at the request of HR [1]. As well as a link in the letter to your site for all sorts of self-promotion.

I think you are confusing the concepts of resume and portfolio . Both are necessary for a programmer, but each has its place. A resume is a kind of description about you in a generally accepted form, which is necessary in the form of a "paper" (or electronic document) so that the party hiring you (especially HR department employees) can easily operate with data about you.
A portfolio, in turn, can clearly show your practical skills and ability to apply everything that you wrote about in your resume. This can hardly be described in textual form "in your own words" (the case when it is better to see once).
