Is it possible to license RDP connections to Windows 7 Ultimate/Professional (same as in Windows server)?

All the best!
Have you encountered the problem of remote desktop licensing on Win 7? Does such a thing even exist in nature?
I will briefly explain the essence of the problem that gave rise to such a miracle of thought:
An additional server is planned to work with 1C Enterprise 8.3 And, as always, other expenses have already accumulated decently, so I would not want to overpay for the Windows license itself. Win 7 seems to cope with the necessary functionality (the main server somehow works on Win 2008r2 standart).
The problem is that the license for the 2008 server and the RDP it needs can no longer be bought (if there is such an opportunity, it would immediately solve all the problems). But get Win 7 Prof. or Max. still somehow possible. Users on the server will be up to 15 people.

In non-server Windows OSes, only 1 RDP connection is licensed.
More precisely, these operating systems are, in principle, single-user, working in multi-user mode (in any form) is a violation of the license (well, you can’t do this by standard means, without hacks).
Fast user switching is not multi-user work.
You can no longer buy a terminal license for Win2008, but you can buy the current one (for the 2016 server) and downgrade it. To resolve the issue, buy litsuhi through the office. representatives of microsoftware and immediately raise the issue with the downgrade. In fact, downgrade is quite widespread.

I will add that the very possibility of simultaneous work through RDP of several users at the same time can be organized through a certain patch https://www.techspot.com/guides/485-windows-concur... but it is not clear how this is consistent with Microsoft's RDP licensing policy, more precisely, it is clear that, most likely, it does not agree in any way, but what to do in order not to buy the latest server version for a very, very many rubles?

No.
Windows 7 is a single user system - one user is using the system at a time.
This is stated in the license agreement.
You can get around this technical limitation - either with a patch (replacing files with similar ones from the server version) or using third-party software.
In any case, the simultaneous work of several users will be a violation of the license agreement.
However, it will be extremely difficult, almost impossible, to prove the fact of simultaneous operation.

It is possible, there is a patch for this, but most likely this is a violation of the Windows license.
