Why is the disk loaded at 100% by the system process in Windows 10?

The disk load occurs when working with winforms, when I simply arrange the elements, the program freezes (does not respond) for a few seconds, while the disk is loaded by the system process.
At first, there was no such problem.
And how can this be fixed at all?
