Is it possible to install a paid Wordpress theme from themeforest first on a local server, and then on a hosting?

I purchased a paid theme on Themeforest, but I plan to edit and fill it first locally, and then upload it to the hosting using the same Duplicator. The Regular template has a license, there is a key. Do theme activations locally count as "real" activations? Or will it be enough to deactivate the theme on your PC before uploading it to the host?

Yes, you can. The license allows and generally it is normal. At least there is a locale, stage and prod.

Personal advice:
Lokalka sometimes slows down, or rather, sometimes it doesn’t work like the host, (I think due to server parameters that differ from hosting) Software, their versions, etc.
Install the Theme Switche plugin
And for everyone - the theme will be shown the same.
And for example, to the admin or editors (indicated in the settings) - whichever you want ... This will help to test, configure. And then activate it for everyone

You buy a theme and have the right to use it, and plus you will transfer, and not put on a new site, the database is supposedly the same.
