Is it possible to install a database on a server without a command line?

Is it possible to install and use a database on a Linux server, if there is no access to the command line at all?
And the data needs to be stored somehow. Access is only to ftp. Are there databases that can only be installed via ftp?

Sqlite - as an option, well, or if Linux forces the database management manager and it forces the database itself

Nothing can be installed via ftp - it is a protocol for transferring files to a remote server.

If there is a Linux web control panel. Need root access.
but there is SFTP - unlike standard FTP, it encrypts commands
and the answer is no.
