What could be the problem with dpkg?

I enter apt-get update , it gives this alert
E: Failed to access lock file /var/lib/apt/lists/lock - open (11: Resource temporarily unavailable)
E: Unable to lock directory /var/lib/apt/lists /
E: Failed to access lock file /var/lib/dpkg/lock - open (11: Resource temporarily unavailable)
E: Failed to lock control directory (/var/lib/dpkg/); is it already in use by another process?
I tried to find these processes in top , and then did a kill of the processes where dpkg was, entered apt-get update again and nothing changed. Xubuntu 16.04.
