Is it possible to get subsidies from the state to open a web studio?

I want to receive subsidies for the development of small businesses from the state. In the near future I will open an individual entrepreneur and create my own studio, who had a similar experience, is it real?

We opened a company last year in December through an employment center. (St. Petersburg). They promised to pay the costs of opening a company and authorized capital under the program of new entrepreneurs.

In 2012, the subsidy was 52 thousand rubles in the regions, with a lot of bureaucracy and successful defense of the business plan. Haven't heard of it getting bigger. Enough of this for one cheap computer and renting an "office" (in quotation marks, because a room of 10 meters as an office is needed only for the show off of an "entrepreneur", you can be a studio without an office, and without an individual entrepreneur, and without a state ...) With both hands for individual entrepreneurs and legal business, but what help can there be. Tax holidays have been introduced in the regions, only IT activities do not fall under them if you do not design processors.

The basis for opening a studio should be existing clients and projects, not subsidies. These topics somehow fit very badly, and there is no benefit. Do you want to get close attention of all checking structures? Of course, if your friend distributes the budget, then go ahead.
