Is it possible to force close a paused contract?

A few months ago, the client put the project on pause and disappeared from all radar. I want to close this project, otherwise new clients ask if I can devote enough time to them if there are open contracts.
Question: is it possible to close a suspended contract without consequences on the part of the contractor?

I often don't close contracts after completion. Suddenly, then more improvements will be required. Pieces of 10 open contracts hang for years, and this does not bother anyone.
Tell new clients that this is an old contract and no work is being done on it. This question should be over.
