Is it possible to find a real Team Lead Senior Developer remotely?

The task is to find a developer in the PHP project in the Team Lead Senior team, who, like a father, would lead the developers to a brighter future and correct code. The problem is that I came across such guys exclusively in large companies who are sitting on a very decent salary, with goodies and stability. And in general, everything suits them. And those who apply, most often either do not reach the level of Senior, or do not have team leads qualities.
Which way to look, where to look?

0. Everything changes and even TL can lose their job
1. Find your competitive advantages for each specific candidate
2. Spud at the same time many people who suit you. Those even after rejecting your offer, cross and talk
3. Take over some of the powers / tasks / responsibilities - finding just a good programmer is easier than a senior + TL
4. Look for growth. A good middle with TL qualities will eventually become a signor
5. There are no ready-made recipes

And why are you not considering the option of growing such rare shots at home, and then letting them go for free bread?
That's what nobody wants. :(
They grow in spite of everything themselves.
Alternatively, create conditions and reap the benefits for the time being, until they scatter ... Under the right conditions, they will begin to grow permanently ...
