Is it possible to extract a logo from a psd layout so that it becomes a vector?

Good afternoon/evening.
Faced with the task - there is a psd layout, it contains a logo - it is necessary that it be vector in layout. This is the task as it was announced to me (this is a test task)
I tried to save in svg format the logo comes out badly (min 20% - max 500%), I tried to save in png and use different converters - it comes out even worse, I tried to use the program "Inkscape "- also ladders and pixels .. is it impossible to do? How to understand such a task and what is the right way in the current framework - just save it in svg format and in the same format and place it in an html document? Thank you.

If it is initially raster in the layout, then you cannot . No way. Raster it suddenly will not.
But you can draw in a vector by a raster from the layout. Show a screenshot of the layers panel, where you can see in what form the logo is there.

1) vector logo, like a smart object, then Choose Layer→Smart Objects→Export Contents
2) raster logo, then we draw it in a vector with our hands.
In layout, svg - yes.
