I will assume that we are talking about a software raid (mdadm), otherwise the question would have sounded which
XFS hardware expands only on the go, it does not have a mode to expand without being already mounted somewhere.
mdadm is able to increase the size of the array on the fly, both when adding new disks, and when replacing all disks in the array with more capacious ones
