How to defeat the problem when running webpack?

Hello!

There was a problem with starting webpack in one of the environments (in others everything works). when trying to build the node_modules/webpack/bin/webpack.js build, everything crashes with the following error:

ERROR in ../node_modules/css-loader??ref--2-2!./css/form.css
Module build failed: Error : EPERM: operation not permitted, uv_interface_addresses

What could be the problem? Has anyone encountered such a situation?

node 8.10.0
npm 5.6.0
node is not installed globally installed
