Is it possible to enter a foreign country with an incomplete college (expelled in the 4th year)?
Or do you still need to finish it and only then?

Not in germany, usa and england. In Germany they ask for 2 years of university, in England 1 year of Foundation Certificate courses or 2 years of university.
