Is it possible to enroll in distance learning programs from foreign universities?

Interested in the topic of higher education in foreign universities, are there any distance learning options?
Naturally, not the worst universities are of interest, I understand that training can be paid / no one guarantees passing, etc. etc. Knowledge of the English language is currently below average (i.e., in general, I can correspond and speak almost without a dictionary, but with errors and only general phrases (i.e., no literary, phraseological units, etc.). P.)).
At the moment, I have a higher technical education (bachelor) with an average score of 4, but it does not suit me very much.
Perhaps my idea is a little crazy, but at the moment there are absolutely no funds to move somewhere for training.

coursera is your choice.
there are no funds - you tell them about it and you study for free.
You can choose a course of study from a variety of eminent universities.
As a result of training, you will receive a certificate with the signatures of your teachers and the rector of the university. that is, if the course was from MIT, then the MIT certificate.
