Is it possible to do on a server with L2TP / IPSec PSK that there would be 2 users, but one connected with IPSec PSK and the other without?

There is a server with L2TP / IPSec PSK configured on it, but right now without PSK, it is not set. Is it possible to make it so that there would be 2 users, one could connect with PSK and the other without?
