Without a request, you can only determine by IP. According to IP for cable Internet, the accuracy can be up to the house, in the case of mobile Internet - there is no question of any accuracy at all, you ask nonsense.
And so you want too much, and even without the permission of the user. If the service is useful - make a request, otherwise the user does not want you to define it, everything is in order.
I found this way to determine the location of the user.
A GET request is made to, for example, ip-api.com/json/?fields=country (a site that determines the location by ip)
In the received message, data.country will give out Russia.
You can, of course , about Google and Yandex - you are mistaken, if you do not allow the use of geoapi, they will not show my exact location on the map.
