Is it possible to create fake access points (ssid only) using 2.4 GHz radios that do NOT support ieee 802.11?

There are nRF24AP1 or CC2420RTCR ZigBee/802.15.4 radio modules. Is it possible to make them give out a signal that will be visible to wi-fi clients as an access point?

No. Let's start with the fact that 802.11 and 802.15.4 in the general range have different data rates, different modulation (QPSK vs. O-QPSK) and different character encoding.
