Is it possible to create a terminal cluster on windows server 2008r2 running windows server 2012r2?

There are terminal servers running windows server 2008r2 (I know that it is already outdated and not supported, but there are no funds for the new OS), there is also windows server 2012r2.
Is it possible to bring winserv2008r2 into a cluster and manage this cluster with winserv2012r2, as well as take advantage of the winserv2012r2 broker for load balancing?
Googling did not lead to anything, neither in Russian nor in the com segment. I haven't applied to the melko-soft forum yet.

Connection Broker in 2008R2 and 2012R2 work differently. 2008R2 required WSFC and supported Active/Passive RDCB service clustering (only one active Connection Broker). In 2012R2, the WSFC configuration is not needed, and the RDCB HA configuration works in Active / Active mode (SQL Server and balancer are needed)
In your case, I see only this option: broker(s) on 2012R2, session hosts on 2008R2 (only RDSH role), WSFC clusters are not needed. There may still be some shamanism with RDWeb - there are manuals on the net
