Is it possible to create a site that cannot be closed by law?

Is it possible to make a site that cannot be closed to ordinary people (bypassing through VPN, etc. is not done, just a normal connection through a browser using its standard IP address)? For example, now many sites are being closed by the dom.ru provider, supposedly the site is included in some kind of list of prohibited sites and site owners have to change the domain, is there really no way to get around this without changing the domain and with the same name?

Create a site that does not violate the law.
