Is it possible to copy a file from one OS to another?

I got an error related to the windows / system32 / config / system file.
I understand that the registry is stored in this folder, and the exact same cannot be found in a clean OS.
Is it possible to copy a file from a 32x system to a 64x given file?
PS I'm checking C, the process is long and already at one stage it hangs for about 2 hours (4 out of 5), and on one file - more than 15 minutes. Maybe it's the HDD messing up?

Run the standard Windows diagnostic and recovery tool, or a normal disk check for errors from a LiveCD / DVD ...

For what? This does not make sense, because this file is individual for each installation.
Very likely. You need a LiveCD / LiveUSB with WinPE and a program like Victoria for Windows, which will allow you to see the SMART status of the disk and treat bad sectors. It is quite possible that after such treatment the problem with the system.
