How to monetize ads win Phone 8.1 app?

I rummaged through a bunch of articles, but I just can’t find an advertising platform that works with windows phone 8.1! Google adMob supports a maximum of 8.0, the rest too.
Please tell me the advertising platform that supports the 8.1 version and the Russian market.
