How to run a file created in Linux on Windows?

There are 2 operating systems on one disk.
There is a test.html page downloaded on Linux (ext4 file system, debian-based distro). In Linux, it normally opens from under the user. But when viewing this file in Windows 7, the system gives an error like "the path to the file is incorrect ...", in the properties the file occupies 0 bytes, but when viewed through Explorer, it is already 144 kb.
chmod doesn't help.
Tell me what could be the matter? I deal with this regularly. Both with folders and with individual files (with any extension).

Save the html file as txt, then pass the text in any way and save it in windows in html. In general, you need to see if he needs more files to open a full-fledged table.
