Is it possible to connect unlocked Huawei e171 3g modem to upvel 313n4g router?

There is a Huawei e171 modem (originally from MTS), once upon a time there was a need to unlock it for any SIM cards, in which way I don’t remember. Now the Upvel313n4g router has appeared and the desire to connect this modem with the Internet to it is already from the megaphone. When you connect the modem and configure the router to work with it, the modem is not detected, it blinks a couple of times with a blue diode and that's it.
The Upvel website indicates that the modem model is supported, but there is a note that there may be problems when connecting unlocked modems (when buying a router, I did not notice this item :().
After flashing the router, the modem was defined as e173 but does not work.
What do you advise me to do?
