Translocated You seem to have done a hard reset, there is an option to return to factory default - holding # at boot, and when the line light blinks - dial 123456789*0#
And be sure to then issue option 150 along with the ip address.

Apparently, the phone does not receive an ip-address, it is necessary to configure a DHCP server in tftpd64, approximately as in the screenshot where 192.100.100.8 is the address of the computer interface and, accordingly, the tftp server.

Good time. I did everything the same, only with Cisco 7965. After hard reset 3491672850 * # does not start, reboots in a circle with an interval of ~ 2 minutes.
