What, in fact, is the idea: the network input on the board has a limited bandwidth. The video output probably has a higher data rate.

From the side of the receiver, you can make requests via i2c, which is provided for by the standard. However, all this can work correctly on video receive / transmit blocks only if you come up with a data presentation format so that they fit well into the video frame. If you have an FPGA, then you can not take a steam bath and transfer data in any order and format, but you should coordinate this with both the receiver and the transmitter, and then no one will forbid you to transfer data via HDMI.
