Charger > usb-c cable > Macbook-1 > usb-c cable > Macbook-2 ?

Upd. Yes :) But the battery on the Macbook-1 will die notably ...

Only if there is a hub / multiport adapter between macbooks and the second one is turned off or in sleep mode ( post on SO ).
