If the main adapter from Apple for Macbook 28w is broken, is it possible to charge a macbook pro with an adapter from iphone 5s to 60w.

Did you mix up the power supplies? Rather, the iPhone 28w, and the MacBook 60w.
In any case - yes, a macbook with Type-C is charged from any PSU, the only question is the charging speed, if a low-power PSU can be discharged faster than it can be charged.
