It seems there are no layers in Camera Raw. There is definitely a combination of several frames in HDR, but it seems that it is impossible to edit the frames separately ...
You can load the same frame several times with different exposures, and only then, in Photoshop, crop the excess with a mask.
The gradient mask can also be nx capture, and in CmeraRAW it's called the Graduated Filter (G) button.
