Is it possible to change the data in the google play developer account?

Created an application and placed AdMob ads in it. I am 17 years old and I am not allowed to create a developer account on Google Play.

1. Is it possible to register a developer account in Google Play for another person, and upon reaching the age of 18, change the data of that person to my own?
2. If I send the APK file to my friends, will the ads work? And can I control my AdMob earnings?

If you drop the APK file, then the ads will work even regardless of whether it is in Google Play or not.
Advertising works purely by connecting to the Internet.
I'm not familiar with the first one.

1. It is possible to issue for another, it is unlikely to reissue TNG. Accounts are now documented.
Heard something about transferring the application to another account only. Read about it.
2. Yes and yes. The apk contains your admob application codes and ad blocks. Wherever you put the APK, requests and analytics will be displayed in your admob account.
