How to create a developer account on Google play if my country is not in either 1 or 2 list?

My country is not listed in Developer Registration or Sellers Registration. Yes, I live in hell. Well, it happened. I'm thinking of ordering payoneer and trying to provide payoneera bank addresses??? Please help me bypass the full registration on Google Play. I really want to sell. Publishers are not an option.

As far as I know, the payoneer card no longer works. You and your bank must be in the same country, and the payoneer bank must be in the states. But I could be wrong, it was a long time ago.
