Is it possible to bypass the shaper if the speed on the port is higher than what it is?

In my country there is some semblance of an internal network, where naturally I have a much higher speed than the speed to the outside. That is, the speed on my port is 10 Mbps, and on the external port 2 Mbps. Is there any possibility to increase the external speed? The question is purely theoretical.

Look for services in your country that provide such an opportunity and go to the world through them. It probably won't be free.

Yes you can of course. If a node is available for you in the internal network, which will not be subject to shaper restrictions, and on this node there is a proxy / vpn available to you, then in this way you will have access "to the world" at a speed of 10.
