No you can't
Response from Microsoft support:

In order to have the Right to use the LTSC edition, a separate license is required for that particular edition.
No other licenses grant the Right to Use Windows 10 Enterprise LTSB!
Accordingly, you can activate Windows 10 Enterprise LTSC only with a license key for this operating system only.
