What advice can you give to beginners and not-so-beginners on creating a resume?

From an early age I was fond of computers
In my school years I went to Sergis courses
After the 9th grade, I studied at Boncha College
After college, I entered the university (I could not graduate due to family circumstances, I’m going to re-enter in the near future
) work in the courts
At the time of my dismissal, I was a Consultant (and acting head of the department of informatization and statistics)
Managed a department (albeit a small one)
Did everything (computer repairs, minor repairs of MFPs, updating and configuring software on PCs and servers)
I got to the time of the formation of the IAC therefore, they tested a lot on
us and we had more freedom and access, unlike other courts
I learned a lot over the years of work there
Later I got a job at the plant as a “junior system administrator”
Later I became the head of the department
And as a result I am a TTZI Engineer
During my work, I raised domain, file servers Updated
and ruled 1s on servers
Pulled the network and, at the very least, set up microtics
Raised a video surveillance network on the tracer I figured out
and put in order the system of perco turnstiles and barriers
Later I was trained at perco (although in fact I already knew everything from what they taught by that time)
Worked with suppliers and managers
And in fact organized, albeit not ideal, but stable work at a single plant
If I don’t know something, I google / look for friends / technical support who can answer my questions
Yes, I have gaps in knowledge
I don’t hide it
I’m weak in the theoretical part and I understand this
In fact, I had to deal with many questions on the go
I I do not pretend to be a devops or anything like that
I realized for myself that I grew out of my work at this place and a salary of 30,000 even more desire to find something new
I tried to respond to the vacancies of junior system administrators, enikeys in large and medium-sized companies, but I get a rejection or just ignore

For that, they bombard me with proposals for the RFP, but I won’t be able to pull them because I work at the factory, and in a large company with a large staff and requests, these are slightly different things (and my education is not ZI)

I can't pull them- but it's not for you to judge. Recruiters and employers know better. Wherever they call - there and go to interview. Settle down - there you will have colleagues who to consult.
The stream of consciousness did not read. CV would read, but here - not CV. The inability to accurately, concisely and succinctly express an idea comes through immediately (however, it is always the case in the courts, there is a "judicial clerk", a special kind of Russian clerical work ...)
It is not clear why you do not want to move further along the line of information security. If there is a tower and it is technical, then usually you don’t care about specialization, the tower still does not give specific experience in a specific job, it has a different purpose.
The resume should be no more than two printed sheets - no one will read a large resume. All key information should be on the first page - full name, contacts, salary expectations - do not complicate the work of a hack, if there are ten resumes for a vacancy, then five will go to the basket just because there are no contacts.
It makes sense to describe in detail only the last two or three places of work, the rest is brief.
In the ability to master the skill - do not lie, do not overestimate. "I speak Linux at the administrator level" will lead to a certain level of questions being asked at the interview, and "at the advanced user level" - other questions.
Now is the time to be professional in preparing for interviews.
Of course, I'm not a system administrator, but they can advise you to write out the topics that the employer needs and start preparing. And now you can't say anything about your skills. And it's just past.
