Prompt or direct in the right direction:
On the terminal server, we can see which of the users at a particular time uses how much memory. As far as I understand, we cannot limit the user's memory consumption. But is it possible and how to display a message to the user about exceeding the memory on the terminal server? Is that possible? Script? Program?
UPD1: Only thin clients. A zoo of browsers and you can’t limit them to one (opera, firefox, chrome, IE)

The user does not need such messages, in my opinion. What will he do? Usually, users cannot even end the session normally, because of this, there is a lack of memory.
It's easier to close disconnected sessions, for example with a script. The Internet is full of examples.

You can try to set up VDI, each user on their own terminal, and issue 2-4 GB of brains per user. Then if someone "overeaten" memory, he will have problems. (But this seriously changes the infrastructure requirements, and as a result, may not be acceptable.)
