Is it normal for the northbridge to get hot?

Motherboard MSI 970A-g43
If I understand correctly, then the servo bridge is heating up, in the picture the radiator with the inscription MSI is the same sowing. bridge?
When you turn on the computer in normal operating mode, it heats up quickly, you can hold your finger for 2-3 seconds maximum.

In addition to the cooler, I have 2 fans:
1. In the back of the case for blowing hot air from the processor from DEEPCOOL budget
2. The side ZALMAN ZM-F3 is a little more expensive.

DIOD GP - built-in vidyuha, works if the processor is with a built-in graph core.

In general, in nature, opinions are always divided on this issue.
Personally mine:
If the finger does not tolerate it, then this is not normal (for all devices and elements), it will not work for a long time (two or three years, maybe less).
Personally, I glue my bridges on hot-melt glue on all bridges that are not equipped with radiators. Works more reliably and sleeps better.
I recommend doing this.
