Overheating i7 4790k?

Overheating 4790k, and idle. After starting the computer, literally in 20 seconds the temperature reaches 95 degrees. In the BIOS, the same thing - immediately after starting the processor starts to heat up quickly as well.
At first I sinned on thermal paste, changed it, the result is the same. Then I thought maybe the water block did not fit snugly to the processor, removed it, changed the thermal paste again, carefully installed it - the result was zero.
The processor did not drive, the settings are by default. True, the BIOS sets the input voltage to the processor ~ 1.7

MSI Gaming 5
Deepcool Maelstrom 240
I'm starting to think that the pump in the pump is dead, but I don't know how to check.
It could be that the bios is setting the cpu settings wrong.
Please suggest something)

The pump died in the water block.

And touch the water block with your fingers, is the radiator warm?
