Is it necessary to buy photos for websites?

Started doing web design/layout. The time has come to the first sites \ portfolio, without a customer, at best - to sell at a low price later. I threw in half of the design, not even the worst one (I had experience in Ps before). But then I remembered that according to the law, images cannot be used for commercial purposes.
And half of the bg is photos.
Actually the subject, is it really worth buying photos on photobanks or no one follows this and all designers use google pictures? (do not offer free photo hosts, I did not find anything at least a bit suitable).
PS Where can you really sell (without waiting for months) a psd website template ( landing ) or even a ready-made website, for not quite a penny?

Well, about "someone is tracking" you can simply say - before the first one "they will knock on the head." Maybe they will not immediately notice that the photos are used illegally, but once and a very picky author will be enough. Read the law of the Russian Federation on copyright infringement. And if you work with Europeans or Americans, then after this you will immediately be blacklisted.
And also the question is why free photobanks do not suit you. I agree with pixabay. Enough images and a good search. Plus a guarantee that copyrights are not violated.
