Is it legal to write a telegram bot to transfer money?

I decided to write a telegram bot that would transfer money from one wallet to another using the Yandex.Money, QIWI, Bitcoin and PayPal APIs. I started to study the information and found an article where in the comments they write that financial transactions cannot be carried out in the telegram at all, since PCI DSS is violated.
But here is @K908Bot who transfers money. Plus, Privat.Bank had its own bot. Therefore, the questions arose:
1) Is it true that by law I cannot write a telegram bot to transfer money?
2) If so, are the above bots illegal?

PCI DSS applies only to bank cards
. It does not apply to electronic money.

PCI-DSS is not a law, but an industry security standard for card acquirers. Card data is not transferred to the Yandex.Money API openly: either a synonym or a link to enter card data is passed, the entry itself takes place already on the Yandex.Money side and complies with PCI DSS.
