My good relative sends me 3000$ every month on skrill, I then transfer them to a bank account of a Russian bank. Why skrill? Yes, it's just a convenient system of money transfers and small commissions

In fact, this is a personal matter of the family and the money is simply donated, not earned. By law, you don't have to do anything. Please clarify the situation, who knows the laws well

Depends on what is in the purpose of payment. If it says "gift" then don't.
If the gift is received from individuals who are not family members or close relatives
Gifts from individuals who are not family members or close relatives are subject to personal income tax only if the gift is:
- real estate;
- vehicle;
- shares, shares, shares (clause 18.1 of article 217 of the Tax Code of the Russian Federation).
Gifts in any other form are not taxed.
