Where is it better to register a company: RF, EU, USA?

I am creating an online gaming service.
-The activity does not fall under gambling, but according to local (Russian) legislation, a very thoughtful and thorough description of the type of activity is needed, and this will not give a 100% guarantee that in the event of claims in court they will understand the interpretation.
-There is also a problem with cryptocurrency, which I also plan to accept on the service.
-We need the functionality of automatic payments from the service to user details on request, with holds.
- In the future, I plan to support EU and SA regions.
Does it make sense to register in the Russian Federation or is it better to register in Europe or Asia right away for my purposes? Who faced with international online business, I ask for help in this matter, karma will not forget you;)

Among other positive aspects of going offshore are:

- operational registration of offshore;
- minimum costs for opening and operating an offshore company;
- high level of confidentiality of all data.
Such a long list of positive moments in the process of organizing and operating an offshore company attracts more and more entrepreneurs every year. It is also interesting that as soon as an offshore is opened, a businessman is subject to the laws of a foreign state, and his native country cannot request the necessary paperwork or conduct unscheduled inspections. Meanwhile, do not forget that the business is still registered in a foreign country, so there is a certain risk.
Negative aspects of offshore:
- Offshores are under special control of all foreign countries.
- The risk of losing the company, associated with the peculiarities of the country's legislation and legal regulation.
- Biased attitude sometimes plays against the offshore company.
- Difficulties in obtaining a loan in your country.
And in essence, as long as there is no flow of very large capital, there is no point in looking in this direction. Yes, and I think that it is not far off that offshore companies will not be allowed to work on the territory of the Russian Federation. Not in vain, many large global companies create their legal entities in the Russian Federation.
