Is it legal to pirate someone else's code from the internet?

Tell me if I open the site and copy its js and css scripts. And maybe even some html code.
And I will post this stolen code on my website.
What consequences can be applied to me? How dangerous can they be?

And the second question: If I SLIGHTLY change this code, can I still have questions?

It is almost impossible to prove code copying, especially considering that most of the code of any site is typed from standard templates.
Just don’t think that it’s so easy to copy the code, it’s usually easier and faster to write it again than to understand someone else’s code)
Questions will only arise if you copy the entire design. And that's not a fact...
