Is it difficult to switch from Bitrix CMS to World Press+Woocommerce for a new template?

There is a site on Bitrix (310.by). You need to switch to another CMS World Press + Woocommerce with a change in the site template ( https://www.portotheme.com/wordpress/porto/shop1/). Interested in how much this is a laborious task. And, if possible, indicate the sequence of work. They are asking for too much money.

The sequence is simple - take the old site and make a new one based on it, and then pull out from the database what Bitrix considers ordered information and turn it into something you can really work with. Well, testing.
Sitting on Bitrix, you have two options - either pay a lot of money and get off it, or pay this lot of money every time you want something new.

It all depends on the specific site and whether there are ready-made solutions for your tasks. For example, if your site has modules that were written specifically for you, then yes, you will need to write plugins on the VP or look for similar ones.
In general, no, it's not difficult. Especially since you want to use a new theme for the VP, and not keep the design of the current Bitrix site.
PS If you need to save the current site design, then you need to download the site (for example, via wget), and then collect the necessary scripts and styles together and create a theme with the necessary templates.

As for the transfer steps:
1) install a test server (local or hosted, it doesn't matter).
2) install the VI, theme and plugins.
3) customize theme and plugins.
4) Transferring materials from Bitrix (there may be a different approach, depending on the purpose of the task):
a) adapt the database for the VP or write some kind of parser that will parse the necessary data directly from the database and write it to the site's VP database.
b) write a parser or use some program (for example, Visual Web Ripper) and parse products and other materials into an xlsx file. And then import them to the site using the WP All Import plugin
5) If necessary, set up redirects from old URLs, etc.

Transfer everything to the VP only manually. For 20 thousand rubles, I would do it.
