I don't know about website builders, but building your own WordPress site by hand is going to take some effort.

Honestly, I would advise you to get into pure CSS without WP and other things. The designer SHOULD understand this. Constructors and templates are a VERY stripped-down version of what you can do yourself. I just strongly advise you to do this and believe me, it will be simple and will not take more than a month or two. Many get stuck in these patterns forever. But if the question is fast and cheap, then perhaps you can use the designer. IMHO.
