There is a bully littering the forum. The character is so fucked up that we developed a script that tags users, analyzes user-agent, cookies, etc. to identify virtuals. However, he uses anonymous proxies, various mail services, knows how to clear cookies, change the browser.

Posts by new users are only visible to technical support specialists. Until the user gets, say, 10 comments or there are 1-2 topics, no one except himself and the moderators sees his posts. At this stage of quarantine, it is often already possible to determine the diagnosis.
If the patient thinks that he was suddenly allowed to shit and here it is freedom, that's good - let him rejoice, no one sees him anyway.
If he understands what is happening, then it’s also okay - you will greatly complicate his life, forcing him to increase the complexity of the raids at times. He will either have to spend a lot of time mimicking a normal person, or significantly change tactics.

Do not ban him, give him the opportunity to calmly write whatever he wants from his account.
Write a script that automatically rubs his posts every hour, say. It will not create new accounts. “and this one has not been banned yet,” and will think that his messages are being tindered by moderators. You can make the script work once at a random time, for example, once every 1-2-3 hours from 9 am to 21 pm.
If he sniffs it out and creates another account, just add the new id to the script. Sooner or later, the user will get tired of spamming =)

If the user is shitting with something the same (links or identical sentences), then he can be cut by putting recaptcha.
How to deal with a smart bot that writes "correct" meaningless sentences, I have a strong question - recaptcha for registration will probably slow down, waiting for the Indian to solve the captcha.
