Yes, any, the developer of any CMS will be able to attach a map to it, and bind the necessary functionality to the labels.

I would venture to recommend Drupal. As is often the case with this CMS, the solution is not quite ready, but you can assemble a very powerful map-oriented site from ready-made modules.

Hey! I have been trying for a long time to find a free way to create a directory based on WP and google map. Perhaps the most reasonable
way is WP AND geo-mashup/. There are indeed some inconveniences, but all this is quite resolvable on its own.
